Choose  random picture from the internet  and edit the  picture by adding filter in it.

select another picture and do the photoshop to edit the color of the eye

 It is illegal to use somebody's work and modify without their permission. copyrights are the legal rights of the creator 

In this case if you edit and modify someone picture or material from the Internet without their concern, It is illegal by the law 

law differ from one country to other country so .we have to be careful always when we are taking things from internet .you might sued in the court .

You should not steal someone ideas and use it.

plagiarism is consider a bigger crime in any country.

RGB VALUES AND HOW THEY ARE REPRESENTED 

                                               

Each pixel is represented by a Red, Green and Blue (RGB) value.

we are using eyedropper tool to find out the RGB values for a few pixels

Each colour value is between 0 and 255

In the above edited picture i was trying to change the colour of eye according to value but it really not affect the pixel and it differs from one to other editing software
